Peter Griffiths is General Director of JSC «Aviation Administration of Kazakhstan» since August 2019. He was previously Head of the Department of Civil Aviation of the UK Department of Transport, where oversaw the work of the British State Civil Aviation Agency (UKCAA).
He was Director of Aviation Safety and Security at EasyJet Luton. He was the project manager for the launch of the new Nas Air (Flynas) low-cost airline in Saudi Arabia. He flew as a commander of the Airbus 320 and Boeing 737 aircrafts.
Over the years, he has held senior positions in the European Commission. He was Vice President of the European Region of the International Air Transport Association (IATA) and led various commercial civil aviation organizations.
Nurbek Bekmukhambetov is Deputy Director General.
At «Aviation Administration of Kazakhstan» JSC Nurbek is responsible for external relations and transportation.
Nurbek graduated with a Bachelor of Science degree in economics from SOAS, University of London, and a Master’s degree in Business Administration in Aviation from Luiss Business School. He has also studied under various safety management programs. He has working experience in the Civil Aviation Committee and good knowledge of the aviation industry of the Republic of Kazakhstan.
Prior to his appointment as Deputy Director General, he worked as Vice-President of «Prime Aviation» JSC.
Bizhanov Daniyar Akhanovich is Director of the Department of issuing certificates to air staff of JSC "Aviation Administration of Kazakhstan" since August 2019. Previously an independent expert in the aerospace industry. Over the years, he was CEO, Business Development Manager, President of “Jet Airlines” JSC.
He was Head of flight operations department of the Civil Aviation Committee. Commercial Director of GALS LLP and Aviaconsulting LLP. President of Alliance Avia JSC. He headed various commercial organizations in the telecommunication sector.
Master of Science in Aeronautics degree with a specialization in aerospace operations, Master of Science in Electronics and Economics. Has a commercial pilot license.
Oleg Avdeyev is Director of Air navigation Department of JSC «Aviation administration of Kazakhstan» since August 2019.
Educated at Kiev International University of Civil Aviation. Awarded the degree of Master of Engineering. He has more than twenty years of experience in the civil aviation administration system. At different times, he oversaw the issues of airline activities, the use of airspace and air navigation. He took an active part in the development of the regulatory framework, the implementation of projects in the field of air traffic management and the provision of aeronautical information. Since 2013, he has been involved in the oversight of the safety of air navigation services.
Petyashin Igor is Director of Flight Operation Department – Chief Aviation Inspector of JSC «Aviation Administration of Kazakhstan». He was previously Head of PEL Department - Senior state inspector of the Civil Aviation Committee, OPS director of “SCAT” airlines. He was a senior manager for training and flight standards, a senior examiner of the A-320 fleet of Air Astana JSC.
He was Captain of TU 134, Boeing 737-200, Boeing 757/767, Boeing 737 700-800, Airbus 320 family, later Type Rating Examiners and Type Rating Instructors Boeing 737 700-800 and Airbus 320 family. He graduated the Aktobe Higher Aviation School of Civil Aviation and numerous international continuing education courses.
Kairat Urazbayev was appointed as the Director of Economic Assessment and Procurement Department of JSC "Aviation Administration of Kazakhstan" in September 2019.
Previously Mr.Urazbayev was Managing Director for Economics and Finance, Director of the Economy and strategic development Department at the National company "KazAvtoZhol". Between 2010 and 2013 worked as a Chief Manager of the Planning and economic analysis Department at the National company "Kazakhstan Engineering". From 2008 to 2010 he was appointed as a Director of the Accounting, planning and analysis Department at the JSC “Passenger transportation” of the “KazRailWays”. Held various positions in the Economic Research Institute at the Ministry of Economy and Trade of the Republic of Kazakhstan. Was a manager at Karaganda Economic University and a research assistant at the European Union project "Tacis EDKZ 9602/990", then a consultant for macroeconomic modeling at the Coordination center on climate change.
Studied at Baitursynov Kostanai State University, Karaganda Economic University. Has graduated from International Academy of Business with MBA degree.
Katyshev Darkhan was appointed Director of the Aviation Security Department of «Kazakhstan Aviation Administration» JSC in August 2019. Since 2009, he was head of the Aviation Security Department of the Civil Aviation Committee. Over the years, he has worked in the Ministry of Internal Affairs of the Republic of Kazakhstan, and as a chief expert in the Ministry of Transport and Communication.
National Aviation Security Coordinator. He led the working group during the ICAO audit on aviation security in 2017. He graduated the Academy of Public Administration under the President of the Republic of Kazakhstan. He is aerodrome construction specialist, a PhD degree and has international aviation security certificates.
Aigerim Shalekenova was appointed as Director of Airworthiness Department. Previously, Aigerim has worked in JSC “Air Astana” since 2008, and was responsible for technical fleet issues.
Aigerim is a Bolashak Alumni, holds first class honors degree in Aerospace Engineering from Queen Mary University of London and MSc in Management from Imperial College London.
She has got extensive experience in commercial engineering area, including aircraft configuration, aircraft deliveries from various manufacturers, new aircraft entry into service, redeliveries back to Lessors and heavy maintenance technical supervision across the globe.
Meruert Kumarova is press secretary of «Aviation Administration of Kazakhstan» JSC. She was previously Head of the Mangistau regional branch of «RTRK «Qazaqstan» JSC. She was Director of the production center of "RTRK" Qazaqstan"JSC. Over the years, she has worked in the Ministry of Investment and Development of the Republic of Kazakhstan and in the Ministry of Information and Communications of the Republic of Kazakhstan.
She has extensive experience in radio and television as a journalist of 31-channel, editor-presenter of Kazakh Radio, producer of 7-channel information service, editor of Astana TV channel, and also producer of television projects and documentaries of «Khabar» JSC.

Nurzhan Malayev was appointed as Director of the Department of Transportation of JSC Aviation Administration of Kazakhstan from September 30, 2019.
In 2008 graduated from the Sh. Ualikhanov Kokshetau State University, with degree in International Tourism. In 2008, he completed practical training at the "Ministry of Tourism and Sports" in Astana. Took a part in the development of the "Kenderli” tourism project.
From 2008 to 2019, he worked at Air Astana JSC for various positions from the passenger service agent of Air Astana JSC at the Astana International Airport to the Manager of the Air Astana representative office at Atyrau International Airport. Passed all stages of growth in the Department of Ground Services. Over the years, he worked as the Manager of Representative Offices of Air Astana JSC in Omsk, Bishkek, Dushanbe.
Nurzhan was awarded the badge for the contribution of the development of the Atyrau airport "Honored Worker of the Airport of Atyrau", August, 2019.
Shek Zhanna was appointed as Director of the Department of Interaction with International Organizations of the «Aviation Administration of Kazakhstan» JSC.
Zhanna studied under the student exchange program in South Korea at Seoul University in international relations. She holds an IATA Diploma in Tourism.
She has experience of working in the construction industry at KUAT Corporation.
Before her appointment as a director of the department, she managed Caspian Travel Company's travel agency for more than 15 years.
Karzhau Zhamalbek Raiymbekuly is appointed Director of the Department of Aviation Legislation of Aviation Administration of Kazakhstan JSC since October 2019. Previously, he was the head of the legal department of the Civil Aviation Committee. Over the years, he has worked as Deputy Director of the Legal Department of “Kazaeronavigatsiya” RSE, Corporate Secretary, Head of the Department of Legal and Human Resources of the Institute of Economic Research, as well as in various positions in civil aviation organizations, in the Civil Aviation Committee, etc.
From 2012 to 2019, was directly involved in the development of all draft legislative acts regulating civil aviation issues in the Committee of Civil Aviation.
He graduated from the Kazakh State National University named Al-Farabi, Karaganda Economic University of Kazpotrebsoyuz.
Batyrkhan is a bachelor of science graduated from Nazarbayev University, Robotics and Mechatronics department, where was an undergraduate researcher working on various engineering fields, such as: Brain Machine Interfaces, Programming by Demonstration, Telepresence and Human Robot Interaction. Also, Batyrkhan was involved in electronic circuits and control theory related projects. Has four IEEE and ACM publications, first author of two papers and presented his findings at MFI 2017 (Daegu, South Korea) and BCI 2018 conferences.
Batyrkhan worked as a junior research assistant at Illinois Urbana-Champaign Advanced Digital Sciences Center in Singapore. He was working on emotion recognition project and has created an Android application, which recognizes a person’s mood in real-time using phone’s camera. Also, Batyrkhan was remote data science intern at American company Analytical Flavor Systems, working on 2D visualization of multidimensional flavor data. In addition, he contributed to “Sergek” at CVT, and worked as Quant at Wealtrix company, where he was implementing a stock market trading bot.
Yekaterina Popova joined Aviation Administration of Kazakhstan JSC in November 2019 as Director of the Quality Control and Safety Analysis Department.
She has worked exclusively in the International aviation sector and has covered many disciplines within this industry in the intervening years. She has worked for Prime Aviation JSC in Kazakhstan for eleven years, primarily in Safety and Compliance roles. She has extensive knowledge and expertise in all aspects of Safety in aviation and holds the IATA diploma for completion of the Safety Management Systems for Airlines training programme.
Yekaterina has for the last two years been working as (Nominated Person) Safety Manager within the EASA zone for a leading aviation company on the islands of Malta. She also has a broad knowledge of many related skillsets within the industry, especially EASA AOC, preparation and integration of new fleets to an existing EASA AOC.
Ulpan Seitkazinova was appointed as Chief Operations Officer of "Aviation Administration of Kazakhstan" JSC in November 2019.
Ulpan graduated with a Bachelor of Science degree in Management from Moscow State University named after M. V. Lomonossov. Ulpan is a Bolashak Alumni, holds Master's degree in "Management Science and Operational Research" from The University of Warwick, UK.
She has experience in analytical, economic and financial spheres, worked in such companies as "NMH Baiterek" JSC and "KMG-Karachaganak" LLP, also has experience in private structures.
Linda Orlady was appointed as Head of Flights Safety in December 2019. She is a third-generation pilot and led diverse team of technical and safety pilots, flight procedures coordinators, including chief technical pilots for 737, 747, 757/767, KC-46, 777, 787 and McDonnell Douglas models.
Orlady has been involved in aviation, human factors and safety for thirty years as a pilot, researcher, instructor, and author. Orlady served as the Executive Air Safety Vice-Chair for the Air Line Pilots Association as well as the Safety Management Systems Project Director. She served as one of the Chairs for the FAA's SMS Aviation Rulemaking Committee.
Previously, Orlady was a NASA-sponsored researcher for Yale and Harvard Universities on a research project investigating crew complements, procedures and automation. She co-authored a 600-page book ofHarry Orlady, Human Factors in Multi-Crew Flight Operations.
Linda holds a master's degree in business administration from the Ohio State University with concentrations in organizational behavior and human factors. She received a bachelor's degree in philosophy from DePauw University. Orlady is a member of the Board of Governors for the Flight Safety Foundation.
